Safety Improvements on Route 44, Avon, CT - ConnDOT

The purpose of this $18 million project was to provide safety and traffic operational improvements to a highly dangerous stretch of roadway. Roadway characteristics which contributed to safety problems included high speed traffic, steep grades, and sharp curves.  Garg provided construction engineering and inspection services to this project which included reconstruction of 1.4 miles of roadway to accommodate four 11’ lanes and 8’ shoulders, softening of curves, construction of a textured median, retaining wall, guiderail, upgrade of the drainage system, and relocation of overhead utilities.

The Garg team also provided environmental oversight of several aspects of this project.  This included enforcement of permits, soil and erosion control measures, and the creation of a wetland on a contaminated site.  The project site featured several areas of environmental concern (AEOC) with contaminated soil requiring a health and safety plan (HASP) for worker safety and a waste stockpile area (WSA) for handling removed soils.

 

Additional project tasks included:

  • Coordination with utilities, local authorities, and residents
  • Inspection of rock excavation
  • Supervision of clearing, grubbing, tree cutting, and plantings (nearly $1 million in plantings)
  • Maintenance and protection of traffic during stage construction
  • Document control using the Site Manager system
