PMO of Stage II Light Rail Transit Modernization Program of PAAC - FTA

The project involves upgrading portions of the Port Authority of Allegheny County's (PAAC) old trolley lines to rail transit (LRT) standards, construction of park-and-ride lot facilities, and making systematic improvements throughout its LRT system, as part of the Authority's Light Rail Transit Improvement Project. GCS us responsible for the project management oversight of modernization of approximately 12 miles of trolley line involving reconstruction of old bridges, new road bed, ballast, ties and rail, new power distribution, signal, communications, and fare collection systems as well as procurement of 27 new light rail vehicles.

The major tasks of the project included:

• Review of bid documents including general and special conditions of the contract
• Review of PAAC in-house procedures for design review, estimating, testing of equipment in the factory and in the field, inventory management, bidding, and award of contracts
• Review of drawings, plans, specifications, and estimates
• Review of the quality assurance and quality control plan
• Review of the construction safety plan and the project management plan
• Review of final test records and discrepancy list in the areas of signals, communication, electric traction, and track engineering
• Monitoring compliance of contract documents, guidelines, and procedures
• Review of fleet management plans
