To accommodate the large-scale commercial development of adjacent land, sections of Lower Lane and Willard Avenue were relocated. Garg Consulting Services, Inc. was able to complete the Design Engineering and Coordination Services for this Project under strict time constraints by utilizing several scheduling solutions:
- Early identification of critical issues.
- Critical path management or, more specifically, parallel path implementation of tasks related to permitting, public involvement, materials procurement and hazardous material screening.
- Proactive coordination with stakeholders, the Town, Connecticut DOT, DEP and Utilities.

- Project Management and coordination.
- Roadway design.
- Traffic signal design.
- Environmental permitting.
- Preparation of bid packages and procurement of
traffic signal equipment.
- Hazardous materials screening and demolition plan
for two(2) buildings.
- Utility coordination and water and sewer relocation.
- Survey and Rights of Way mapping.
- Public involvement.
